As I said in my post, in the short term these clan states are a viable solution for ensuring some measure of stability. But for the long term it's highly inadequate. Each mamul having it's own president, parliament, army and agenda, occasionally going to war with each other, constantly undermining each other on the world stage? It's costly, wasteful, and will ensure that Somalia remains a poor, unstable nation. At that point you might as well dissolve the country Yugoslavia style.
Federalism is a net positive now but over the long term it's not a viable solution.
