- Change the capital, move it up North, preferably in an empty land.
- The constitution should be finished in a broad consensus by all political stakeholders. Other laws such as; taxation, financial systems, currency, resource sharing laws etc shall be extensively discussed and agreed upon by all parties involved. These laws will be in place for the foreseeable future and it can virtually end this cycle of turmoil. States are the plenary sovereigns, each with their own constitution, while the federal sovereign possesses only the limited supreme authority enumerated in the Constitution. Indeed, states may grant their citizens broader rights than the federal Constitution as long as they do not infringe on any federal constitutional rights. The supreme court shall upheld the constitution and any leader who violate the constitution shall be impeached and punished under federal law.
- Broad tribal and communal reconciliation. This step can only be taken once the elite political stakeholders reach a conclusive political agreement such as completion of the constitution and agreeing on the rest of State and federal laws.
- Strong military and Police force. This can only be formed once the second and third steps are taken and the entire country is at peace. The trust has returned and people are once again happy to lay their arms and fully depend on their armed and police forces. Guns and rifles are strictly prohibited from the general population thus massively reducing deaths caused by gun violence.
