Egyptian foreign minister Sameh Hassan Shoukry committed himself during a meeting with Eritrea’s foreign minister, Osman Saleh Mohamed, to strengthen bilateral ties with Asmara in exchange for the two countries’ forming a united front against Addis Ababa’s Grand Ethiopian Renaissance Dam project. With that same goal in mind, Shoukry flew to Kampala to ensure support from Ugandan president Yoweri Museveni during a summit meeting of the Nile Basin Initiative on May 25. He equally promised that Egyptian businessmen would invest in Uganda’s hotel sector. A delegation of corporate chiefs will shortly travel to Entebbe to sign partnership accords. Egyptian president Abdel Fattah al Sissi recently toured countries that signed a Cooperative Framework Agreement (see here) - Kenya, Tanzania and Rwanda- to get them on his side. But for want of real investment firepower Egypt’s foreign policy may find itself limited.
