Abiy's strategy is to win over the Tigray people and isolate TPLF. Just few days ago, he established his part's new branch in Tigray and released some tigrean prisoners as a good gesture. He has also gathered some prominent tigreans who oppose TPLF to his party and also appointed 2 tigrean ministers who are against TPLF. His party is now in the process of establishing branches all over Tigray. So he is trying to isolate TPLF but to treat Tigray region the same way he treats other regions. Of course TPLF is furious about it and opposed the appointment of two tigrean ministers who are not TPLF. It will be interesting how Abiy party members will be treated in Tigray. These are interesting times. When it comes to local governing, all regions are currently autonomous and handle their issues themselves.
