Somaliland is desperately trying to consolidate power and recognition perhaps aided by the election of Farmaajo which represents a grave threat to their statehood.
The deal is not endorsed unanimously and should also be seen in the context of drought relief that has gone poorly, and the SL government desiring some positive PR.
The other interesting development is the talks between SL and Khatoom state "leader" who was removed from power, further trying to signal multi-clan statehood where there is none.
Farmaajo best option is to publicly decry UAE for breaking somali sovereignty without angering people within SL. A mixture between condemnation and appeasement until a somali army is rebuilt is the best option.
I think Farmaajo should have talks with the real leaders of Khatoom and Awdal as well as the other tribal leader to make a plan to undermine further consolidation, which is grounded on both weak legal and social frame work.

My personal opinion on this matter is that this power play suits Somalia, they are trying to match Turkey with this base, the warfare spilled into economic, political, ideological, geopolitical and even religious arenas.
Keep in mind the UAE and Egypt Axis are enemies of Ethiopia were as the Turkey-Qatar axis are neutral and Saudi is Pro Ethiopia because of the investments there.
This suits Farmaajo perfectly, the influence of Qatar-Turkey will keep the Ethiopian's at bay, were as the UAE-Egypt in the North wants regime change in Ethiopia and hence this existential threat will keep her preoccupied as well as what's happening at home, serving as a much needed distraction for us.
This is perfect if they play their cards right up North, both Axis will invest in the region, Turkey-Qatar much more so then UAE-Egypt, both regions will develop and have strong military if they follow up on their promises, although it's hard to see how an incompetent UAE can train an army.
Over time, the likes of Siilaanyo with one foot in the grave already and the generation that follows him will be gone, a new patriotic generation would rise up that will conquer the entire Somali peninsula using these foundations as a spring board while these useless garbage generation dies out.
Farmaajo should leave them alone, there are far bigger fish to fry, Sakiin, Guleed, Gaas, Shabab and the criminal network in Mogadishu along with those donkey Qabiil elders and the projects/famine relief will be enough to occupy him the next 4 years, any public political attack on S/land will be suicide and opening up a unnecessary front against him while he has many already open.
