I wouldn't really compare it like that, people have always seen those south of the Sahara as "black".
Plus the fact that we are "60 SSA" in terms of genetics and that ancestry is closely related to Dinka people. Our Ancestral East African ancestors were part of the same family as the ancestors of Nilotes who in turn are genetically closely related to West Africans, while Koreans and Norwegians are not related in any way.
Also the fact that Black Americans and many black people across the world have admixture, yet they are still seen as black. We are in the literal sense majority madow with significant "Eurasian" admixture, which is very old and they were themselves likely were dark skinned with some native african ancestry.

More than half of our ancestry is closely related to the ancestors of Nilotes, and were part of the same family (Ancestral East African) It's not like Horners are unrelated people or something.
