Sool and Sanaag will remain in Puntland's constitution until Somaliland stops claiming them.
The Somali federal government recognizes SL as having De Jure rule over Sool and Sanaag.
Since 2012 the SFG has held multiple meeting with SL and never had one Warsangeli or Dhulbahante at that table.
