Djibouti has dodged US sanctions since 1962 but it's in a tiny minority of countries.

There is no impunity for those causing violence inside those borders.

I just don't know how you think Djibouti can host rebels to create security vacuums inside Somalia's de jure borders (technically). Ethiopia isn't doing that at all. You can't conflate the two issues.
