The reason Somalis and other Horners don't identify as Black is due to geography. Due to the highlands in Ethiopia, we had virtually no extensive contact with the rest of Africa outside the Horn. Even Somali presence in Kenya is very recent. We have much more in common with Yemen than Cameroon.
Hell, Somalis have had more contact and influence with India and Indonesia than Nigeria and Angola.

The reason is quite apparent on why we don’t label ourselves to these labels.
The label has no purpose and no meaning.
A Somali would only identify with themselves due to: similar culture and sharing exact ethnic background.
But also things that has a bit common familiarity:
like Islam, Arab politics (because of the Arab league, sympathy for Palestinian, and overprotection for al Aqsa ), connecting with the neighbouring horners.
Socially speaking:
Some of those cultural familiarity makes Somalis assume they share cultural contact.
Which makes sense. With meadows it’s not impossible to share contact with them; but they’re too culturally broad.
And it also doesn’t help the label was invented by the cadaan has a way to create a caste over us.
