First of all the mps seats where you gave daroods more then others is outright absurd and qabilisto from your side, and 2nd of all besides why would we Hawiye even entertain your line of thinking where everything is shared when we already own the Capital and 4 states, where you daroods only have 2 states, and even those 2 darood states its not mixed (meaning OG and Marexan have only Jubaland state and Hartis have puntland state), where as us HAWIYES we have MPs and Wasiiro in Huge number all the way from HS,KG,GM and MOG.

-Must consult with the supreme council and MPs before any important decisions
-part of the fourteen Supreme council

-6 members will be selected from the six states.
-And five memmbers will represent chartered cities
-2 will be selected from the Clan5
-They may be elected to the most important ministries.
-Will automatically serve 2 terms before the party reshuffles based on their performance.

Functions of the supreme council
1.Symbol of national and ethnic unity
2.form the most crucial part of the executive.I.e the general secretary of the National party and the key ministries.
3.bring autocratic efficiency without violating tribal or regional democracy
4.maintain a strong national and foreign policies
5.Have the final say in national matters
6.Will promote national values and social integration.
7.will replace Golaha guurita or aqalka sare .
8.The Council will select a general secretary or president which will then have an approval from the Parliament.

Jubaland

I like your idea and framework, but Isaaq is much too large to fall under Dir. Isaaq should sit as a standalone clan in a 5.5 system. They clearly don't need to ally with Dir due to their much larger numbers. Trust me on Isaaq bro when I say they see themselves as a separate clan. It is also politically incorrect to say this but Raxanweyn simply are not on the same level as Darood, Hawiye or Isaaq. They are vastly overrepresented in 4.5. I downgraded D&M quite a few seats because we can both agree they are the smallest of the big 4.

I will just make small edits to your good framework and reduce the number of MP's from 300 to 255.

For Hawiye and Darood nothing will change except relative numbers they will still be equal.
Darood 67MPs →Darood 50 MPs
Hawiye 66 MPs →Hawiye 50 MPs

Split up the Dir group into 2 separate groups → Isaaq 50 MPs

and Dir (New separate group) → 35 MPs
