Enemy creation? Who was this enemy that created Puntland, do you want to see live video of when Puntland formed and declared it's political vision for itself and the rest of Somalia as federalism? There was no IGAD, EU, ETHIOPIA, OR ARAB present. They came later and we told them to adapt to our policy or we will not work with them and will distance ourselves from any policy that is conflict with federalism regardless what it is be it shabab, centralism, secession which are all the same in reality their just making it confusing but they all want centralism, shabab wants centralism with an islamist mode of government reporting to terrorists idealogy, funders or charity countries in qatar, egypt, Turkey.

Secessionist want if they can't separate to negiotate a north/south deal based on centralism with hargeisa controlling the whole north and mogadishu controlling the whole south. That's why they unite with shabab haven't you seen who has a shared enemy in federalism that comes against the centralist approach and shabab promised them when they get rid of the federalist enemy, they will divide the nation north and south as a token of appreciation for the north support in eliminating federalism.
