They've tried to make them flee since their state was formed. Palestinians get asylum on the spot in most western countries. If they haven't left for a developed country I don’t understand what makes ppl think they will want to live in a place like northern Somalia. You can't make 4mil people board a plane knowing they will never return to their homes.
