The area has very low precipitation so the next option should be to take in seawater from the Indian ocean and desalinise it. That excess 'dirty' water can be used for growing geedo etc as they don't require as clean water as us.
This of course will run into the millions in terms of costs but it is one long term solution to an oft-occuring issue.
If I could trust any Somali government, I would suggest taxing all remittance at 5-10% to raise funds. But Somalis are not only too incompetent to implement that, they would most likely steal that extra income as well.
