Analysts said a deal with Sudan was also doubtful, given that the country is enduring a civil war that has forced the government to withdraw from the capital Khartoum to Port Sudan.

They are closing africom and their base in Djibouti and merging it with EUCOM to save costs. Why would they then turn around and open a new base in Berbera which would require much more in terms of investment than what they are leaving in Djibouti? Makes zero sense.
