There is a clear opportunity cost ceiling for Somalia, which is military action.

However, in how SL handled the Las Anod conflict, even by impartial observers, it’s clear SL doesn’t have the same ceiling.

I don't think the IC cares if Somalia were to invade SL, it would be viewed as their legal right to do so. The only countries that would have a problem with it are UAE and of course, Ethiopia.

However, Somalia doesn't invade for a variety of reason, namely that Al Shabab is still a major security threat thus all military effort must be focused on defeating them instead of risking sending soldiers to the north. Secondly, and unfortunately, HSM views Somaliland as a useful bulwark against Puntland and so has an interest in keeping them around as a check. Balance of power and all that.
