1. Clearly they are not because they are going around complaining and attacking Somalis.
2. You guys didn't do shit in the civil war, according to your own selves, you guys went through a genocide. The same CIVIL WAR (not genocide) many Somalis died in, you act like you guys were the only victims. Where I live the Ethiopians and Eritreans get called Somalis in the same way people from Barbados are called Jamaicans. Would it be different If somalia was doing the same to somaliland trying to force them into the sfg? I draw the line at somaliland so no. I believe somaliland is in the right.
There is a clear opportunity cost ceiling for Somalia, which is military action.
However, in how SL handled the Las Anod conflict, even by impartial observers, it’s clear SL doesn’t have the same ceiling.
The SFG would launch a war tomorrow if it was possible. They just don't have permission while the country is in a such a condition. They still threaten it often, even while not having the capacity.

They understand that the need for international community support and money is higher than their need to invade Somaliland.
The question is what is the opportunity cost ceiling for Somaliland in holding onto your Eastern regions?

I don't think the IC cares if Somalia were to invade SL, it would be viewed as their legal right to do so. The only countries that would have a problem with it are UAE and of course, Ethiopia.
However, Somalia doesn't invade for a variety of reason, namely that Al Shabab is still a major security threat thus all military effort must be focused on defeating them instead of risking sending soldiers to the north. Secondly, and unfortunately, HSM views Somaliland as a useful bulwark against Puntland and so has an interest in keeping them around as a check. Balance of power and all that.
The international community does care. They don’t want the government that they prop up to be causing more violence in an already-violent region.
Also they would see it as the least of the governments problems to be focusing considerable attention and their resources on.
Spending donor money on causing instability in a stable democratic part of the country isn’t a good look.
Lmao not be cynical but the IC, America especially, has done that many many times. If they remotely cared about stability then they would stop messing around West Asia and Africa.
