Standards were naturally lowered and the TFG soon turned FGS was initially made out of warlords. 4.5 further compounds this and ensures almost no qualified candidate can reach influentual positions of power without clan networks.

This is across the board in large parts of the world. Politics, higher education, media was a lot more elitist in the 40s, 50s, 60s. Either you were part of the 'aristocracy' or tried your best at mimicking them ie in the way they dressed, spoke, enjoyed their leisure.
