First of all, Idk if we can even call it a constitution when it's been merely a provisional one for 20 years. Somalia is a shitshow, for a lot of reasons and they're all to do with bad leadership. The moment a president is sworn in, the first thing he thinks about is how much money can I steal and how do I get reelected? At this point, I am convinced they don't even try to make things better. Here's what I think would fix that.

change the constitution to allow only 1 term for anyone. No president should be allowed to rerun once his term is complete.
change the term length from 4 years to 2 years. 4 years is a lot of time to waste on corrupt losers!
Allow a clause in the constitution that if a president doesn't vacate villa Somalia on his last day, a warrant should be issued and he should be arrested.
no government official(from low ranking MPS to the president and PM) will have security detail, and all their relatives must live in the capital.
lastly all government officials, from district commissioners, police officers, MPS, up to president and PM will be audited every fucking week on a life broadcast.


make these changes, and the people who will want to run for these jobs won't be corrupt, power hungry dictator wannabe good for nothing mfs! take away farmaajo's security detail and watch how fast he runs.

1 term of 2 years is too short. You’d reduce the extent of corruption or embezzlement but the reverse is also true if we got a good leader - we’d stifle his time to make positive change.

bro 2 years is too short for a presidency term, and anyway we are a parliamentarian republic so technically it's the PM who has to get shit done while the presidents role is a little bit higher than a cerimonial one. That's what happens in countries which have this Parliamentarian system like italy, germany even Ethiopia. In most Parliamentarian republics the president role is just to nominate the PM and ministers who have to get a confidence vote from parliament which is in turn elected by the people. Other than that the president shows up only to call for new elections if the governement has no longer the support of parliament.

-Automatic citizenship for ethnic somalis even outside somalia so Djiboutians, Reer Somali Galbeed and Reer NFD can have a somali passport if they ask one.
- multiple capital systems like in south africa. One capital up north (Garowe or Bosaso) , one in the center (Gaalkacyo or Dhuusamareeb) Mogadishu and one capital in the south like Kismaayo. Each capital shall have different functions(administrative , judiciary etc) so not all government institutions will be concentrated in one place
