It many factors:
1: Exhortation money, they promise not to blow up hotels or business if they pay up, notice how certain hotels never receive damage? Happens a lot in Mogadishu
2: Taxation, Al-shabbab works as a government like structure and can therefore require tax or tax-like measures.
3: Sympathetic supporters: These are hard to track as they support specific villages or people whom happen to be aligned with Al-shabbab
There is still no clear or even plasuble evidence of state funding but most patriots suspect that they do gain comfort from Ethiopia, which they never bomb, and perhaps some golf states.

Funding in what means? Its been confirmed that they have received arms from Ethiopia and certain ports in Somalia financially they get it through extortion charcoal trading and poaching they also get money from sympathetic arabs in the gulf.
