Why is HSM doing something so reckless?

So I’ve seen a couple of videos of the mock 1P1V elections in Shangaani. Whilst this is an amazing feat, I still feel uneasy. First of all, Somalia is not liberated from sh*baab. Xamar is surrounded by towns that have confirmed sh*baab presence.

Even in Xamar, people say suuqa xoolaha and daynile are sh*baab hotspots. We all know what sh*baab and other t*rrorists groups think about democracy. So why is HSM gambling with the lives of Xamar citizens? He’s doing something that directly provokes sh*baab, and the best case scenario is that they don’t attack these polling stations. The worst case scenario is that they do attack, and this is highly likely. In my opinion, he should’ve never started preparations for 1P1V until he had finished the sh*baab war.

Even if he failed in the sh*baab war, why couldn’t he at least secure Xamar and its surrounding areas? That would have improved the security for 1P1V. (An example)

I think it’s a stunt, free and fair elections purportedly taking place in a war torn country for the first time in 50-60 years, would give him and his admin clout with the western powers. We don't accept rigged elections and dictators. Elections are free and fair and have foreign observers. Even the SNM had democratic elections, it's just not our style.
