Excuse my naïveté but I see the problem with the 4.5 system. Who cares if the government is majority mj or hg or abgaal or whoever else the main issue should be if they are qualified enough. It doesn't make sense to give positions in government based of qabil instead of merit. The president needs to change the government into a meritocracy.
