According to Grand Ayatollah Karl Marx, Socialism can only be implemented in developed capitalist countries.
A country first has to go through capitalism and 1st world development before trying socialism (like Scandinavia).

Hence, Latin America and Eastern Europe never had Socialism according to Marx. It was something else.
