You're right, it is about 305 million. Petroleum and air navigation fees were the only clear sources of revenue collected nation-wide. I'm almost certain that all port fees are from Xamar Harbour and Aden Cadde Airport.

  • Red for revenue generated solely within Benadir.
  • Purple revenue generated nationwide.
  • Blue(light) ambiguous revenue, but I believe almost all of it was generated within Benadir.
@0117 At first glance, it may seem like they were collected nationwide, but when you trace the money trail, most of it leads you right back to Benadir. For example, the port fees were solely paid by the company operating Mogadishu Harbour.

That's the shocking part. Look at what DDS is able to build and achieve with its budget, then look across the border at the zoo and compare. Day and night

Intresting that they show how much taxes each place pays which are called OSR (own source revenue). Then they show how much of that money went back to each region. Rec are reoccuring expenses. Dev is development expenses

Garissa looks like they received 55.5 million USD in budget support and paid 1 million in taxes. I used 1 USD= 139.9 Ksh . Thats a sweet deal no wonder you dont hear about breaking free over there . Seems to good to be true but not seeing any mistakes I made on math

Yes, it’s not much money and it’s not very challenging projects. Not like we building gerd dam. They need to have competent people to order stuff on time and hire people while money is available if you wait to long money for year is left unused and burns up

I don’t know whole process for all the states. but many projects ive seen bids are opened up to local companies so most of money recirculates within economy and our citizens get jobs. The negatives to this is incompetence and more opportunities for bribery. The other options is using foreign companies like Chinese who will knock it out. But they will use own labor and our citizens left empty handed. but better chance of staying on cost and on time. Making generalities but you get it. Overall we have very tiny amount of project money so won’t tip scale no matter what

Here is list of projects before war which was in billions. Somalia was important to world than in my opinion with Cold War and many nations trying to flex power and vying for influence. Not much happening now America still spending and investing a lot just like back then. And maybe Turkey and UAE will take place of the Italies and Russia

Somaliland never inheritley takes transfers from FGS (this transfer is funded from IC not FGS tax).


The reason why it took it in 2022 was due economic circumstances Musa Bihi took to the Waaheen Fire in April 2022 which was a significant loss to the population and the $13M received was distributed to the traders and part of the rebuilding of the market.

All things change when HSM came, Bayle used to give SL & PL the biggest share of the budget support and it was transferred to SL after Wahen fire, but after HSM came, they removed SL from the equation and cut everybody's share.
It seems Damuljadid are more ravenous than N&N, and they started with the Khat monopoly and extra income from there, then they moved to the airport and people complained about extra fees that goes to private companies, they also sold a lot of land and want to evict more people from government lands so they can sell them.

2024 the grants to FMS budget is supposed 218 million which is double 2023. We will see end of year if this actualy comes through planned and actual seemed to verify alot. I couldnt find anything documenting split of the 218 million for 2024

Hasan Sheekh's linking of the disbursement of foreign aid to Puntland acquiescing to his re-writing of the constitution is not a good sign for Somalia's future and FGS/FMS relations.

There was always a tacit agreement that foreign aid, and especially budget support, would not be linked to political disagreement. Hasan Sheekh is basically telling Puntland "accept these changes to the constitution or forfeit your share of aid". He does not understand that Puntland will capitulate because that would set a precedent for whomever comes after him in 2026.

It is interesting that Somaliland is no longer receving any direct budgetary support. Could this be a sign that donors are giving directly to Somaliland rather than routing the money through Somalia's ministry of finance?

I think so, not sure how but they got 22M in aid last year outside FGS.

It looks like its changing though and somaliland trying to get ahead of it. I havent been following closely on NCC meetings and changes but guessing this is where alot of the changs coming from

the split for donor budget support is 60:40 FGS:FMS. The 40% is split per below table
