Taliban negotiated with the USA and some of their scholars were writing books in Qatar conceptualising how their governance would like. They actively sought to convince China,Russia, India etc, that their rule would bring no harm and there was no desire for expansion.
Shabab is still following the salafi jihadi model. Unless they pivot to a more pragmatic approach and move away from AQ vision like the HTS in Syria, there is a huge risk of Somalia getting hitting with sanctions and being cut off from the world ( should they takeover).
