Union of Islamic states as a counter to the expansive western world would be very powerful. But it wouldn't be as united as the west for obvious reasons as our many differences. But the main point is working together against the disbelievers which muslims can do well.

Why you make it as if it is either A or B? We can be in both. Morocco is in Arab league, African Union and various other regional unions. Some goes to every african state.

In this scenario, both unions/federations are sovereign states. Somalia can’t choose both, since it will have to relinquish sovereignty.
