I would choose african. I think we would have more leverage within the african world than the arab world.

Elaborate further. I’d have to disagree, in an African Federation excluding North Africa; Ethiopia, South Africa & Nigeria would dominate the federation. Somalia would be sidelined. Plus there’s isn’t much economic opportunity for Somalia to take advantage off, since all the other African states are poor as well.
Somalia wouldn’t be the top dog in the Arab federation either, but at least we’d have free trade access to the wealthiest markets in Arabia which is right next door to us.
Manufacturing hub in Somalia + Free trade with Arabia would be lucrative.
