The Supreme council was the first government to implement economic planning in korea and fought the corruption that was prevalent in the 2nd republic.
To me this all shows you the fallacy behind the promotion of Democracy. Because the only way to achieve rapid economic growth and development in any newly formed country is through a single party dictatorship with a vision.
Most folks don't seem to realize that even much of the west was not "democratic" when it industrialized, including the mama of the industrial revolution (the UK). Same goes for Japan and South Korea. You need a strong, unifying government that cracks down hard on corruption and has an economic vision to initially create the stability needed for industrialization and investor confidence. Once your population becomes healthy, educated and somewhat affluent you will inevitably have to loosen things up and introduce some semblance of participation and social freedoms to placate them anyway as has happened gradually even in China and the Gulf States.
