You are implying that this current government was the one they chose. Remember that the civil war effectively ended in 2006 when southern clans formed the ICU and kicked the warlords out. However, the Bush administration couldn't tolerate an Islamist organization running Somalia so they punished them by invading and destroying the peace and forced a foreign government upon the south and the system of tribal based federalism intent on weakening Somalia.
