If they wanted to become the political leaders, they had their chance but they choose to take back their 3 tuulos and declare independence. The Mooryans didn't take political leadership through words, they conquered Xamar and cleansed the Darood from it.

Puntland controls most of Sanaag, Sool (other than Laascaanood), and Cayn which is deep inside Toghdeer. The colonial borders, are not recognized and Somaliland is simply a federal state who chooses to isolate themselves. In a few years time, the little head start they had due to peace and institutions built by Barre won't matter. Even D&M will have more relevance than Isaaq(who are simply one of the sub clans of Dir).
