What if PL gets its share of the money and didn't have to sign its ports and airports, I think you will hear in the near future a separate agreement between PL & FGS since IMF wants FGS & FMS in complete agreement.
maybe you're right and JL signed the agreement to get the money and didn't mean it, but FGS can withhold the money if JL don't fulfill it.
I get that southern states need more support from the federal government so they can free their land and manage their affairs properly.

We do not see it as feasible to give the FGS our highest and most legitimate power to Hawiye and play Quasi-independent. Hawiye are completely powerless as we saw with Laftagareen but if you let Hawiyes or even Yaryars like Mx consolidate the fgs completely they will be closer to leveraging the IC against everyone else.

As we saw with MBS and during colonization we are completely vulnerable to this.

JL is a quasi vice regency citystate run by KDF barracks in Kismayo. Do not compare it to PL which predates FGS and will not allow Culusow to dictate their ports, hooyadi federaalka waaye.
