FMS have to do what hey have to do. FGS should be filling this gap but they not so everyone doing what they can with foreign nations

Not sure if you saw the edit I made to my comment, but Puntland needs to have proper documentation of who is coming into the country. And they need to document every deportation. That way they have system that can track movement in and out of the country
Hopefully they will start addressing the undocumented migrations before it becomes too late
