1. He wrote the article himself, so I doubt he lied about his recent trip which is also evidenced else where.
2. The timing of his trip, if you exclude the tweet rumours tells you something. So legal minds have been at work on the MoU.
3. But if clout is a problem, another member of the delegation to Somaliland, Gavin Williams has reportedly met with the Foreign Secretary, David Cameron, who is 'sympathetic', according the Daily Express today

Exactly, each FMS is on their own when it comes to things like this

Not sure if you saw the edit I made to my comment, but Puntland needs to have proper documentation of who is coming into the country. And they need to document every deportation. That way they have system that can track movement in and out of the country

Hopefully they will start addressing the undocumented migrations before it becomes too late

Today its borders are exactly the same as those signed over to them by the late Queen’s representative Lord Mountbatten in June 1960.

The UN Security Council recommends that Ethiopia and Somalia resolve their differences through IGAD and the AU, disclosed Meles Alem (Amb.), spokesperson for the Ministry of Foreign Affairs.

“Ethiopia’s stance is that its efforts for sea access are driven by economic factors. It is also about regional integration as well as a peace and security issue. This is the clear agenda that Ethiopia reiterated during the UNSC meeting,” he said.

I don't trust Ethiopian media, got any other sources? Looked online and couldn't find coverage from any reputable news outlets

The Council plans to hold an open briefing and closed consultations on the situation in Somalia. Special Representative of the Secretary-General for Somalia and Head of the UN Assistance Mission in Somalia (UNSOM) Catriona Laing is expected to brief. Special Representative of the Chairperson of the AU Commission (SRCC) for Somalia and Head of the AU Transition Mission in Somalia (ATMIS) Souef Mohamed El-Amine may also brief.

Looks like meetings will be held about Somalia this month but no mention of the Ethiopia and the MoU.

The AU mediation has a Somaliland supporter as middleman. And IGAD is surely bias in the same way. So we’ll see how it happen.

Those meetings are about the internal situation that's why UNSOM and ATMIS are briefing.
The MoU consultation was briefed by the Special Envoy of the Secretary-General for the Horn of Africa.

The information lines up with the original article.
