Its constitution in 1991 actually gives regions the right to secede. We live in new global world and a technological world. A world where annexing a bit of land is actually probably a waste of time. It's easier to make a deal like the one Ethiopia has made because they can get all the benefits without actually doing any fighting and makes an ally in the region.
