Does he have plans to come to Canada soon? ICJ only accepts applications from States. I can only ask my government to arrest him if he arrives on Canadian soil and also to send the application on behalf of a citizen (Somali community) to the ICJ so there can be an international arrest warrant issued.

He did visit USA a while back so it is possible he will visit Canada as well. It is good idea to get him locked up and chased from Canada
if he tries to visit (like Tuke) who even got investigated in his security guard job in a USA airport, it was all over the media.

I humbly request, as a Canadian citizen, that the Canada Border Services Agency (CBSA) make Musa Ali Bihi (also known as Muse Cali Bixi), of the Peace, Unity and Development Party (Xisbiga Nabad, Midnimo iyo Horumar), or more commonly known as KULMIYE, inadmissible to Canada and/or detained on arrival. Bihi is running as party leader of KULMIYE in Somaliland’s (internationally unrecognized autonomous region in Somalia) national election, “scheduled” for March 28, 2017. KULMIYE is currently the ruling governing party in Somaliland; it's current leader and also President of Somaliland, Ahmed Mohamed Mohamoud “Silanyo” (also known as Axmed Maxamed Maxamuud “Siilaanyo”) will see an end to his term in office after the “scheduled” election.

As commander of the Habr Awel clan and while allied with the Habr Jallo, Bihi committed war crimes and incited clan hatred towards identifiable groups (the Idagalle and Habr Yonis civilians, both belonging to the larger Garhajis clan) during the 1994-1996 Somaliland civil war. Bihi is responsible for the deaths of hundreds of Garhajis civilians, most notably during the infamous shelling of the Mohamed Mogay (also known as Maxamed Mooge) neighbourhood in the southern part of the capital, Hargeisa (Mohamed Mogay is predominately inhabited by the Igadalle, who are also the largest clan in Hargeisa).

Please refer to the YouTube video attached below for evidence of his incitement of clan hatred against the Idagalle and Habr Yonis and his boasting of the massacre. To confirm its authenticity and for accurate translation, the video requires a Somali translator most preferably not belonging to the Habr Awal and the Habr Jallo clans.

It is of my understanding that a CBSA officer may arrest and detain a foreign national if the officer has reasonable grounds to believe the individual is inadmissible under the Immigration and Refugee Protection Act. Bihi is inadmissible to Canada and can be detained on grounds of “violating human rights” and “serious criminality”, under sections 35 (1) (a) and 36 (1) (b) of the Act.

Although it is unclear if Bihi is planning to enter Canada in the future, the Government of Canada must send a strong message to foreign nationals that those that engage in war crimes and inciting hatred against identifiable groups are not welcome in Canada and may even be detained and face trial.

I look forward to a response and course of action by the CBSA.
