That the somali federal government doesn't get a salary for doing what we expect them to do (lead the country) they are getting paid to stay quiet and secretly sell the country, and keep the status quo so when foreigners come in to loot the country, they let them. This way, people are fooled into thinking there is a legit government and don't revolt and the country stays poor.
