HSM wasn’t framing the visit as confrontational, but rather adopting a neutral, mediator-like role between two maamuls within Somalia, rather than presenting it as a conflict between the FGS and Somaliland. This puts Somaliland on the same level as other maamuls in Somalia in the eyes of the international community, while at the same time giving SSC more visibility and a degree of legitimacy. That said, this may not necessarily be part of a grand strategy by HSM, but rather a by-product of his actions.

I don't think the people of ssc would fall for his bullshit plans, he doesn't even respect them as a state and wouldn't blink twice to throw them under the bus to please SL if they came to the negotiations table with him.The FGS is collapsing in real time. The contested political elections and process is causing security situation in central Somalia to come apart as clans pull support.
Somalia's donors are split on the approach of supporting these contested elections as the situation unravels or to force reconciliation. I think the US/UK are tryign to force HSM to the table and EU, Qatar, Turkiye are supporting HSM approach. He has some external supporters but as he tries to become president for life he is splitting his core hawiye base.
The situation is coming apart at the federal level and Khatumo now looks like a useful tool for a number of reasons to legitimize HSM elections as widespread, to add another darood seat at the NCC, undermine Somaliland too.
SSC want to be used though but they should take a look at the macawisely and anyone else HSM has used. It's a short term thing, once the elections are over they are going to get ghosted lol but by then they will have served their purpose.
