Its his choice not to strategically bomb al shabab, not anybody else's. This is simply the most effective way to defeat them that will lead to success, which i would like to happen. Doing otherwise means you are ignoring successful military strategy.
There are no clans that would be alienated by al shabab and then support them. They already are 100 % al shabab supporting clans and enjoyed 15+ years of their rule. Nothing is going to change that. Al Shabab soldiers themselves are foreign troops, and they recruit across the world to come and become suicide bombers, why dont you think they should be banned as well?
