Unlike other federal systems; the current Somali states won't agree on the final constitutions until they've been given rights as a sovereign nation that only shares a flag with Xamar.

That's just plain fear mongering. It's actually the federal states that are pushing for the completion of the constitution, with the SFG delaying it for nearly 6 years now since HSM was chosen.

You can't even say that the federal states are in the wrong because there's isn't constitutionally or even textually clarity on what the division of tasks between the FS and the SFG is.

Would be great if that was the case but in our current situation it would just end up leaving open loopholes for our enemies to influence Somalia through these autonomous states.

Also you can't use the example of Siad Barre's policy in only investing in Mogadishu as a way of demonstrating that centralism will just end leaving the rest of the country dry. Siad Barre and his cronies were acting like any other incompetent African leaders and that's why you can't use them as an example either.

Somalia has a population of less than 15 million with thousands of km's of undeveloped land. You can either develop each states equally and have it take decades before we can start to industrialize or focus our meager capital on a single centralized industrial region.

That's the only way we could play catch up to the rest of the world.

Once we have a small region with all the infrastructure we need for industries; it won't take long before we can invest in the other regions.

The ideal for Somalia would be to have a "Primate City" and to ignore all other regions. Concentrate all resources in either Kismayo or Mogadishu for at least a few decades. You do this to create the tax base that is needed to develop the rest of the country. Centralization would be the ideal.

The problem is that Somali people do NOT want the resources of the state to be concentrated anywhere because that gives a huge leg up to whatever clan inhabits that region. @XamarCade keeps lying about what Puntland wants, although he fully understands it. I acknowledge that FGS resources would go further for the country if it was concentrated in one region e.g Banadir, but I am simply not willing to sacrifice Burtinle's development for that. That is the crux of the issue. If Somalia gets $100 million in aid, I want Puntland's $17.5 million regardless of whatever other regions need.

We can share a country, but the only thing we will all have a claim to will be foreign aid. If the FGS is fair in distributing foreign aid in the form of weapons, money, food, education grants etc.... I literally don't even care what they do.

HSM isn't the best example since the hamster looking dude was only interested playing president for as long as they let him. However now that a more competent president is in charge let's hope that those state leaders are as enthusiastic about drafting the constitution as you think they are. The moment it's drafted and signed into law they can't go back on their word and could lose quite a bit of power.

Unless those clans legally own all the land in that primate city or region; they won't have a disproportional share of the everything.

That way of thinking might not be possible now but could be in a Somalia with a rule of law (which is the crucial part here).

They also need to figure out an economically viable method of moving a ton of people from all around Somalia to that region.

We need training, income streams and a social care infrastructure for pastoralist but most importantly a way to get foreign currency to import food since we don't grow enough.

If you get those problems out of the way; the primate city you mentioned could let us quickly industrialize and start catering to a market of at least 5-7+ million people in the region. With a GDP per capita of $2,000 that'll be a 10-14 billion dollar market. (peanuts but enough to keep the power on)

Within a decade the people in the region (80%+ of the population of Somalia) will have a standard of life that's comparable to current China.... without spending 10x more; building infrastructure for the rest of the country to appease a million different clans and their villages.

Doubt that would be possible with a federal system.
