The voter turn out in Puntland pilot election was shockingly low. Look at Qardho, the over 18 segment is 69k, yet only 25k registered, meaning the voter turn out was 36%.

People just don't care as much about local elections as they do about presidential elections. I am actually surprised that Ufayn was able to hit 45%.
The better benchmarks of voter enthusiasm are the parliamentary elections and the 2024 presidential election.
