Interesting , can you post more resource full links as this might be due to some economic pitfalls. The budget should increase in the coming years with all the investments. Also often the budget is over stated causing pitfalls and borrowing from IMF etc.Maybe they are trying to become self reliant.

Last year, the world bank came with 60 million worth of projects. That kinda gave a distorted picture.
