Al-Ghazali Al-Saqa a government scholar of the last century. He differed with the ijmaa (consensus) of all the scholars past and present. It's not permissible for women to be leaders and this is the view of all the madaahib and sects.

I can easily refute al-Ghazali al-Saqa myself. The divine laws have changed over the years, so some of the things that were permitted to the previous nations have been made forbidden for us. You really cannot use Queen Sheba as an example, it's flawed from a usuli perspective. For instance, seizing and consuming spoils of war was forbidden for the Jews, but it's not for Muslims.

Carabi ma taqaana? "Lan ufli7a qawman" is as generic as it gets. Look at the word "qawman" (meaning a nation), the definite article (al) was not used as a suffix, so it can't possibly be contextual.
