They probably want to make sure keep selling in case Iran shuts the Strait of Hormuz in a conflict. They need a place to store and refine their products close by and ready to be sold to both Asia and Europe which is not far from Djibouti.

I want Djibouti to be the place that Somalis can park their money in, there’s no reason for there to not be first class resorts to cater Somalias 10 percent. We should have malls and Djibouti all year round hot weather will make it attractive for beach destination

As a Djiboutian, this sounds like typical Djibouti fake news. The GDP of Djibouti is 3.5 billion. Why in the world would Saudi Arabia spend 3.5 times the GDP of Djibouti to build a refinery there? This is like Al Noor City, a joke media presentation that won't go anywhere. IOG is known for these types of propoganda.
