They should have better leaders, that's what I think should happen. Both won't happen when the leaders aren't enforcing it. Some use Islamic ruling very extreme and for secularism, there will be things against the deen that will be normalized and you get more "liberal" moslems who ruin the nation. Drugs, unprotected sex, clubs and bars, etc
Weak leadership Under secularism= you get more issues like drugs, diseases like STDs HIV due to folks having unprotected sex, use of drugs would be considered cool and you can't do anything because it's the norm and ^Allah is the only judge^ Kids would get brainwashed to the point of becoming non muslims.
Weak leadership under Islamic= You have extremist who use Islam very wrong like killing someone for political or qabiil reason and still calling themselves muslim. Without a khadi/qadi, an islam judge, no one's supposed to enforce Islamic laws when you yourself aren't good on your deen. The most you can do is advise/da'wah not kill someone. I doubt there's anyone worth becoming a qadi there in Somalia when they still have biases, cuqdad and qabiil favoritism. You see ^sheikh^ that are educated about the deen but are qabilist? Or favor one qabiil against the other, that's not it.
Bottom line, Somalia needs to prioritize education and have strong leaders who care about her
