Have somalis ever been united?
If not why do think is the issues for not uniting?
I hope these are genuine questions.

When and if Somalis did unite it were under political necassities. So its not an issue if we were previously united or not but is there a good reason to be? and is it politically necassarry? The answer is YES!
2) Why its been an issue today to unite Somalis is first & foremost
due to the entire agenda of forcing nation-state central governments on peoples and regions where that is not suitable. Somalia has a particular social structure that necessitates decentralization.
The underlying problem has to do with the mistrust an authoritarian central govt fostered on the somali people. It was mainly the unequal distribution of resources and unequal political participation and the injustice of a communist regime that caused the war not because Clan A hates Clan B.
Reinforcing this mistrust against a centralized state is newly common practice to organize a political party somewhere and claim presidency over a given region.
Unity is a political necessity and somalis have particular social structure that necessitates decentralization as well. So if Somalis were to unite it will be under a decentralized unitary state.
Due to chronic foreign meddling and foreign political actors it seems harder to achieve and have authentic reconciliation between clans.
But beyond the corrupt elite trying to hold us back. The Somali citizen populous sentiments & wishes are obvious when you look at this study:

It was abundantly clear that what people wanted was not political accommodation but genuine national recognition that heals the scars of the civil war.
Their claim is that, with devolved power and resources, there will be much less conflict and more cooperation or space between communities. Again, this is easier said than done, but the fact that more than a third of respondents make the association is crucial

Hence why dencentralized unitary state is the best choice of governance. Like i said the key to unity is something to work towards with complete understanding and love of self.
