I would say Harar should become the capital seeing it has nice history with neighbouring ethnic groups. and it is pretty centralised with not being too deep inside any major ethnic groups territory. most likely every side will agree with this being the capital.

Finaly somebody on this website that has the same idea. I came up with this 5 months ago. A united horn country with a population of 130 million people. And our gdp will go up and somalis will get back the somali region.
