Morocco which is near Spain speak Arabic while Djibouti speak Somali & Afar. The later is stone’s throw away from Yemen. The only reason why the Somalis speak Arabic in hawass is because it’s the only language all the tribes in the region can understand when communicating

They are making the same mistake we did when we used to pour everything into xamar, one of the only good things that came out from the civil war was somalis understanding the need to diversify and we have implemented it quite well when you look at cities like garowe,hargeisa, kismayo and more. Thing is North Africa was invaded and conquered by the Arabs. So was Sudan. The horn of Africa wasn't. I'm just wondering why they haven't adopted the dominant languages like Amharic or Oromo if they dropped Somali. Arabic as a mother tongue in Ethiopia is so out of place. If you mean those hawiye speak it as a second language/lingua franca with other ethnicities instead of Amharic it makes sense
