I haven't really seen any evidence of Gulf States building essential infrastructure in African Countries to anywhere near the same scale as China.
Even in the case of Sudan, the Gulf States usually just provide a portion of the financing while Chinese, German and French firms are directly involved throughout the entire process of major infrastructure projects.
Lahmeyer International (German), Alstom (French) and ABB (Swiss) were the firms that provided technical expertise and equipment for the Merowe dam project.
