Its understandble because there is an unresolved dispute, which is at core of all other issues between Somalia and Somaliland. Refugees were refused entry on that basis. They found safe harbour elsewhere. It was not a life or death situation.

The boat passengers were not refused on the basis that they were Hawiya but from Somalia.
