According to Garowe online's sources, Sultan Erdogan pushed farmaajo to accept the fishing rights deal when Farmaajo visited Turkey during his state visit. That happened at the end of April and the Turkish stopped their budget contributions in May which was a month before the Gulf crisis. Looking at this timeline one can conclude that Turkey is exercising her soft power on us to get what they want.
