The Quran explains itself clearly, the only people who Allah refused to guide are the fasiqoon.

The word fisq in Arabic was used to describe a fruit that rot from the inside so much so it began to manifest on the outside too, there is no equivalent word in English to describe this in a single word.

The implication here is the same with human's, these are the people who Allah refuses to guide, because they themselves refused guidance.

The ayah's are very clear about this (English translations are poor because language is limited)

Ayah 27 expands on this subject of what this fisq eventually leads a person to

2. Sever that which Allah joined - This refers to breaking the ties of kinship.
